Promissory Notes like this were issued by the "Pay Table Office" help to finance the Revolutionary War. Military finances in the state of Connecticut were managed by the Pay-Table which was also known as the Committee of Four during the Revolutionary War.

This note was signed by Pay-Table member Eleazer Wales and Hezekiah Rogers vertically. Issued to Ashford Com'tu of Supplies for 2 pounds thirteen shillings and ten pence in"Bills of this State". The reverse is endorsed by Sam Spring. Hezekiah Rogers was an aide de camp to General Jedidiah Huntington. Elezer Wales was graduate of Yale and Presbyterian Minister who also later served as a Justice of the Peace in Hartford. John Lawrence Esq Treasurer.
