Promissory Notes like this issued by the State of Connecticut help to finance the Revolutionary War. Military finances in the state of Connecticut were managed by the Pay-Table which was also known as the Committee of Four during the Revolutionary War.

The Continental Army was established in 1775 by Congress after the outbreak of the American Revolutionary War to help the 13 Colonies in their revolt against British Rule. George Washington was the General and Commander-in-Chief of the Continental Army throughout the war. In 1791 President George Washington and Secretary of War Henry Knox disbanded the Continental Army and created the Legion of the United States which was largely created from the 1st and 2nd Regiments of the Continental Army. In 1796, the Legion was discontinued to form the modern day United States Army.

Please to secure to John Dutton the payment of twenty three pounds eight shillings and seven pence being for supplies furnished the Army agreeable to Act of Assembly and charge the state. This note was signed by Pay-Table member Eleazer Wales and Femm Wadsworth. Eleazer Wales was graduate of Yale and Presbyterian Minister who also later served as a Justice of the Peace in Hartford. Fenn Wadsworth was a Brigade Major serving General James Wadsworth and served in many battles until poor health required him to serve in the Connecticut Government and was a Pay-Table member.
