Promissory Notes like this issued by the State of Connecticut help to finance the Revolutionary War. Military finances in the state of Connecticut were managed by the Pay-Table which was also known as the Committee of Four during the Revolutionary War.

This Pay Table note was issued to Samuel W Pomeroy who was made Brigade-Major in 1789. He was a representative to the General Court from 1809 to 1820 and held other offices. He was from Hartford and had 10 children. The note is for three pounds and four schillings.
