Promissory Notes like this issued by the State of Connecticut help to finance the Revolutionary War. Military finances in the state of Connecticut were managed by the Pay-Table which was also known as the Committee of Four during the Revolutionary War.

The note was signed Andrew Kingsbury as Comptroller for five shillings. Andrew Kingsbury was Continental Army solider and served as a clerk for Ralph Pomeroy and eventually became the Comptroller for the State of Conecticut and then was elected as Treasurer.
