This U.S. Treasury Department Circular from 1882 features John C. New as Acting Secretary. New served as the Treasurer of the United States from 1875 to 1876 appointed by President Ulysses S. Grant. John C. New served in the Indiana Senate, and later became chairman of the Indiana Republican Party earning him the nickname "boss of Indiana Republican politics". In 1882, he was appointed First Assistant Secretary of the Treasury.

This Circular was issued out the Secretary's Office of Washington D.C. on October 5, 1882 regarding to the change in interest in Treasury bonds.
