This pinback button was given out by the Chicago Mercantile Exchange to Commemorate their SPOC contracts which was the S&P Over-the-Counter Index. It was designed to compete with the NASDAQ 100 Index and contained 250 non-financial contracts. The "Please 15" refers to the request from the CME to trader to spend 15 minutes in the pit each day and try to trade the new contract.

It became a tradition on the Chicago Mercantile Exchange to commemorate the launch of new contract, option, or significant Exchange event by giving the floor trader a button to pin on their jacket. These buttons would be handed out that morning at the entrance to the trading floor. The hope was to bring attention to the new option or futures contract to get them too trade it. Most tend to be discarded at the end of the day making them pretty tough to find.
