Promissory Notes like this issued by the State of Connecticut help to finance the Revolutionary War. Military finances in the state of Connecticut were managed by the Pay-Table which was also known as the Committee of Four during the Revolutionary War.

The note was received by Pay Table member Oliver Wolcott Jr. Oliver Wolcott Jr. was the son of Oliver Wolcott who was a signer of the Declaration of Independence. He became a Pay Table member in 1782 and named Comptroller in 1788. In 1795 he became President George Washington's Secretary of the Treasury succeeding Alexander Hamilton.

Oliver Wolcott Jr. later served as President of the Bank of North American and then Governor of Connecticut.
Giles Curtis (1754-1842) who was a Lieutenant in the Continental Army.
